A second-generation health care attorney, Matthew Lahana works closely with medical staff directors, skilled nursing administrators, and hospital leadership on a wide range of litigation and compliance matters. His government-side background and insights, along with a big-picture perspective, facilitate resolutions that not only efficiently resolve the issue at hand but also comport within his clients’ broader interests and concerns.

Matt counsels and advocates for providers in investigations, audits, and litigation and provides regulatory guidance to help his clients clearly understand their obligations and steer clear of potential problems. His practice involves compliance counseling for surgical centers, hospitals, skilled nursing facilities, and adult day health centers. He also assists hospitals and other providers with fraud and abuse investigations.

A skilled litigator, Matt provides cost-effective appeals of Medi-Cal cost reports, CDPH licensure denials and revocations, and citations issued by CDPH and CMS. He has experience trying matters in state court, federal court, and before administrative tribunals, including the Office of Administrative Hearings and Appeals. Matt has also represented clients in cases involving alleged violations of the Consumer Legal Remedies Act (“CLRA”) and False Advertising Law (“FAL”).

As a Deputy Attorney General in the California Department of Justice, Matt represented various state agencies in civil litigation involving health, education, and welfare matters. Consequently, he understands the approaches of government attorneys and investigators and has fostered productive relationships with them. He uses that experience to find solutions for his clients that are both creative and practical.
