Hooper, Lundy & Bookman Elevates Paul Garcia, Monica Massaro and Taryn Reid

Hooper, Lundy & Bookman is pleased to announce three elevations across the firm. Effective January 1, 2026, Paul L. Garcia has been offered equity partnership, Monica Massaro has been elevated to Principal, and Taryn Reid has been promoted to Senior Counsel.

Paul L. Garcia (San Diego & Los Angeles offices) is a member of the Regulatory Department and Co-Chair of the firm’s Clinical Laboratory Work Group, where he advises health care providers, hospital systems, and clinical laboratories on complex government reimbursement, regulatory, and litigation matters. He draws on his previous experience developing Medicaid policy with the California Department of Health Care Services and as an Executive Fellow implementing health care reforms, giving him a strong insider understanding of how payors operate.
Paul counsels clients on Medicare and Medicaid issues, internal investigations of potential overpayments, compliance programs, and high-stakes reimbursement disputes. His work has been especially critical during and after the COVID-19 pandemic, and he has successfully represented clients in precedent-setting litigation and major settlements.

Monica Massaro (Washington, D.C.) is a member of the Government Relations & Public Policy Department and Co-Chair of the Digital Health Practice. She advances health care interests through strategic lobbying and policy advocacy before federal legislators and agencies. Known for her deep subject-matter expertise and relationship-building skills, she crafts comprehensive advocacy strategies that combine grassroots organizing, coalition building, and legislative engagement to shape complex health care policy. Monica is particularly well-versed in Medicare payment issues, alternative payment models, and digital health policy. Before joining the firm, she spent six years in government affairs at the American Physical Therapy Association, focusing on federal health care policy and Medicare reform. She was again named to The Hill’s Top Lobbyists list for the fourth consecutive year in 2025.

Taryn A. Reid (Los Angeles) is a member of the firm’s Litigation Department, where she focuses her practice on managed care and complex health care litigation. Taryn brings a strong compliance background and experience from her time with federal agencies to assist providers in navigating complex issues, and has handled a wide array of reimbursement disputes, government audits and investigations, and complex civil disputes in both state and federal court. She works with clients across sectors, including clinical laboratories, post-acute care facilities, and skilled nursing facilities to develop strategies that minimize risk and disruption before, during, and after investigations or litigation. Prior to joining the firm, Taryn gained valuable government-side experience clerking at the U.S. Department of Justice and the Department of Health and Human Services Office of Counsel to the Inspector General, and earlier practiced health care law at a California litigation firm.
