Hooper, Lundy & Bookman Strengthens Medical Staff Capabilities with Former Government Litigator

Hooper, Lundy & Bookman announced today that Emily L. Brinkman has joined the firm’s Litigation Department as senior counsel in its San Francisco office. A seasoned criminal and civil litigator, she joins the firm from the Health Quality Enforcement Section of the California Attorney General’s Office.

Brinkman’s broad experience spans federal, state, criminal, and civil defense work. While at the Attorney General’s office, she tried many cases on behalf of several state health care agencies, including the Medical Board of California, the Podiatric Medical Board of California, and Board of Psychology relating to quality of care, unprofessional conduct, sexual misconduct, out-of-state discipline, and petitions for reinstatement/early termination of probation. She advised clients on investigations prior to bringing disciplinary action and provided training to other attorneys within the Health Quality Enforcement section.

Brinkman also served in the Correctional Law Section (CLS) of the Attorney General’s Office, where she defended the California Department of Corrections and Rehabilitation and its employees in civil rights case brought by inmates. While in CLS, Brinkman completed several jury trials (state and federal), all with defense verdicts in favor of her clients. She has also argued twice before the Ninth Circuit Court of Appeals. Prior to the CLS, she served in the Mendocino County District Attorney’s Office both as a Victim Advocate and as a Deputy District Attorney.
