A skilled litigator who complements her strategic advocacy with first-hand experience in government regulatory enforcement and policymaking, Caitlin Callahan has dedicated her career to making the law an asset, not a liability, for health care providers and patients. Her diverse background – in litigation, regulatory counseling and policymaking, and congressional investigations – allows Caitlin to advance clients’ interests by evaluating risk through a multi-dimensional lens and identifying creative, comprehensive solutions.

Caitlin’s practice involves a balanced mix of compliance counseling, navigating government investigations, affirmative rulemaking engagement and administrative challenges, and the defense of clients facing a broad spectrum of claims in civil and criminal litigation. As an advocate, she has handled every stage in the case lifecycle, from intake through trial and appeal, in a wide range of complex, high stakes matters. Naturally inquisitive, Caitlin’s ability to quickly understand technical and nuanced medical and scientific issues allows her to work collaboratively with retained experts and effectively parry the testimony of opposing ones, as well as to distill complicated concepts into digestible, compelling narratives for judges, juries, and other factfinders.

Working for several years across two administrations in both the executive and legislative branches — as a regulatory counsel at the Food and Drug Administration and on oversight and investigations for the U.S. Senate Committee on Health, Education, Labor & Pensions — Caitlin developed a deep and practical understanding of how agencies and legislators approach policymaking and oversight of our health care system. She knows when and how such approaches can extend beyond creativity into overreach, and how to effectively push back against interpretations or enforcement actions unsupported by the law. Caitlin’s appreciation of the mechanics and dynamics of rule- and policymaking helps her craft persuasive comments and positions that resonate and move the needle for her clients.
