Whether as an advisor or as an advocate, Joshua Chiu consistently delivers sound guidance and favorable outcomes to clients in diverse health care matters. Joshua has represented a range of industry stakeholders, including hospitals and health systems, ambulatory surgical centers, laboratories, behavioral health providers, and local health plans. In every engagement, Joshua takes a studied and strategic approach based on each client’s unique needs and objectives. A careful listener, he poses the right questions and identifies the heart of a matter to efficiently provide clients with the information and options they need.

Joshua brings deep insight and expertise to medical staff matters that involve bylaw revisions, credentialing, investigations, corrective actions, professional reporting, information sharing, and accreditation requirements. He has defended clients in peer review hearings and residency program appeals, and served as a zealous advocate in contentious litigation arising from medical staff disputes, including civil suits, writ petitions, and appellate cases.

Joshua is experienced in advising clients on compliance concerns related to anti-kickback statutes, the Stark Law, and the False Claims Act. He is also well-versed in the panoply of general regulatory issues providers face, such as Medicare and Medicaid requirements, data privacy, the corporate practice of medicine, and the 340B program. Drawing on this broad experience, Joshua has helped providers successfully navigate stressful government audits, internal investigations, and business transactions.

Prior to joining HLB, Joshua was an associate in the Health Care group of a national law firm, where he represented clients in complex regulatory and litigation matters. His work, which involved amicus curiae advocacy on behalf of a hospital trade association client, cultivated a passion and intellectual curiosity for health care law and policy.
