Martha Cramer brings a wealth of unique experience to her practice of law, with advocacy, analytical, negotiating, drafting, and counseling skills sharpened while on Capitol Hill.
Martha’s path to Hooper, Lundy & Bookman has taken her from non-profits to the halls of Congress to law school. At every step, her deep commitment to improving health care equity and access has manifested in her relentless work ethic and ability to consistently find workable, effective solutions to seemingly intractable problems. Martha has seen first-hand how her efforts can advance the interests of those she serves and how the laws and regulations made in Washington and state capitals impact the delivery of care. She brings those experiences and insights to her work as an attorney.
During her decade on Capitol Hill, Martha was entrusted with a multitude of responsibilities and developed positive, constructive working relationships with legislators and staff on both sides of the aisle. In the U.S. Senate, Martha served as a health policy advisor and staff director of the Senate Finance Subcommittee on Health Care. There, she spearheaded efforts to promote health equity, support underserved communities, and reduce health disparities in Medicare and Medicaid, focusing on telehealth, the Maryland Total Cost of Care Model, transplantation, and oral health. Previously, in the House of Representatives, she served as a senior policy advisor to a senior member of the Ways and Means Committee, focusing her work on Medicare, including post-acute care, value-based insurance design (V-BID), direct primary care, and end-stage renal disease.
While working on Capitol Hill, Martha earned her law degree from Georgetown University Law Center. For her commitment to health care equity and the impact of her efforts, Martha was recognized as one of the “40 Under 40 Leaders in Minority Health” by the National Minority Quality Forum in 2025.
