Noah J. Stein

Noah Stein focuses his practice on health care regulatory matters while expanding his involvement in a wide range of health care law disciplines.

Noah’s involvement in health care law and policy, and his commitment to helping providers navigate their complexities, extend back well before he began his legal career. As a child, Noah listened to his physician father discuss the administrative headaches and the shifting, complex legal landscape that took time and attention away from caring for his patients. This background inspired Noah to focus his academic and professional work on health care law and policy.

A former HLB summer associate, Noah earned accolades as an undergraduate at Case Western Reserve University for his senior “capstone” project on the failures of state-level, single-payer healthcare initiatives. At the University of Pennsylvania Carey Law School, he co-founded and led the Penn Health Law Association and served as co-director of the Penn Healthcare Law and Policy Project. During law school, Noah served as Executive Editor of the University of Pennsylvania Journal of Law and Social Change and Associate Editor of the University of Pennsylvania Journal of Constitutional Law. His academic work has been published in law journals including the Journal of Constitutional Law and The Regulatory Review.

Always seeking opportunities to learn and grow professionally, Noah complemented his studies as a Legal Fellow in the United States House of Representatives, which exposed him to the real-world mechanics and dynamics involved in health care legislation, rulemaking, and policy development. Additionally, Noah deepened his understanding of Administrative Law while serving as a Teaching Assistant for Matthew Wiener, Visiting Distinguished Lecturer of Administrative Law and former chair and vice chair of the Administrative Conference of the United States. While in law school, Noah also served as a Research Assistant for Professor Allison Hoffman, the William Maul Measey Professor of Law and Health Sciences, and for Jack Boeglin, a George Sharswood Fellow.

As an attorney, he is passionate about minimizing the risks and legal impediments that could interfere with providers’ ability to deliver accessible, quality care.
