Litigation Associate – California

Partner/Counsel – Washington, D.C.

Hooper, Lundy & Bookman represents health care providers and suppliers in all 50 states. Director or Principal of Government Relations and Public Policy – Washington, D.C.

HLB’s integrated bipartisan government relations team located in Washington, D.C., with extensive experience working with Congress and the Executive Branch, serves a wide range of clients including health systems, health plans, national associations, health technology companies, diagnostic manufacturers, kidney care providers, disability inclusion organizations, and others in the health care sector.

HLB is seeking a Director or Principal of Government Relations and Public Policy with significant health care regulatory experience to advise and advocate on behalf of clients before federal health care agencies, particularly the Centers for Medicare & Medicaid Services (CMS).  This position requires a detail-oriented individual with strong writing and analytical skills who can work in a team-oriented setting. The role requires experience in advising clients on policy-related risks and opportunities, and the ability to both navigate the regulatory environment and craft substantive formal comments on regulations, and other agency guidance. Exceptional organizational and oral communication skills are also essential.

Specific responsibilities include: (1) Monitor and assess federal health care regulatory matters, particularly related to payment, coverage, and compliance. Communicate timely and effectively with clients on potential impacts and options to address such matters. (2) Research relevant statutes, regulations, and other agency guidance and develop materials; including policy analysis, talking points, fact sheets, presentations, testimony, formal comment letters, issue briefs, and background documents. (3) Engage in direct contact (lobbying) with CMS, other federal health-related agencies and, as needed, Congress. Build and strengthen relationships with federal agency staff. (4) Monitor relevant federal agency and Congressional hearings and external meetings on behalf of clients. (5) Participate in regular (weekly/bi-weekly/monthly) client calls to brief clients on both the substance and the context of agency and Congressional activity. (6) Other duties as assigned.

Bachelor’s degree required, Master’s degree in health, public policy or other related field preferred. At least eight years of experience in and familiarity with health care policy issues either on Capitol Hill, a federal agency or health care organization. Strong understanding of federal regulatory requirements and procedures, particularly as applied to CMS/HHS rulemaking processes. Willingness to register as a federal lobbyist on clients’ behalf. Exceptional written and oral communications skills. Capacity to work on multiple projects simultaneously, frequently under tight deadlines
