“Complex healthcare litigation and investigations are like puzzles in that you need to acquire all the pieces to get a complete picture of the facts and issues. Only after you’ve done that can you effectively counsel and advocate for your client.”

With ample and diverse experience handling all stages of litigation and every aspect of internal and governmental investigations, Heather Romero delivers advocacy and counsel that aligns with and advances the interests of her health care clients. Approaching all matters holistically, she is adept at developing strategies that effectively address both immediate concerns and broader, long-term impacts.

Heather focuses her current practice on defending providers and other health care clients in complex litigation, investigations, and audits involving claims of fraud and abuse, including issues arising under the False Claims Act, Stark Law, anti-kickback statute, and corresponding state laws. Through active listening, probing questions, and careful analysis, she works closely with clients to acquire a complete picture of the underlying facts as well as an understanding of their priorities and goals. This forms the foundation for Heather’s counsel, which clients value for its clarity and focus.

An effective advocate in court and administrative forums, Heather has been involved throughout all stages in the investigation and litigation lifecycle, including presenting to government authorities, drafting pleadings and dispositive motions, conducting discovery, and preparing for trial. Her ability to find common ground with and address the concerns of opposing counsel, investigators, and regulators while also staunchly protecting her client’s interests facilitates her ability to reach early and favorable resolutions. In all her work, Heather is driven by the desire she shares with her clients to improve and expand access to health care.
